Dandruff is usually not simple dryness; more often it comes from the overgrowth of a yeast that lives on the scalp naturally.
This is why "moisturising the scalp more" usually does not help. An anti-dandruff shampoo has to stay on the scalp long enough — a few minutes, not a few seconds — for its active ingredient to work.
Dandruff generally comes back. That is not a failure; it means the care needs to be ongoing rather than a short course.
Severe redness, broken skin, or flaking that has spread to the face and eyebrows should be looked at by a doctor.
